Initial Briefing Completed in FOIA Litigation

Appellant and Amicus briefs have been filed in the FOIA appeal against U.S. State Department

Appellants ACCG, IAPN and PNG have filed their initial appellate brief before the United States Court of Appeals for the District of Columbia Circuit.  Certain former members of the Cultural Property Advisory Committee (CPAC) filed a friend of the Court brief in support of the appeal.  Both briefs contest the State Department’s view that documents related to the imposition of import restrictions on cultural goods are presumptively privileged from disclosure. They note that an informed public is better placed to make informed comment to CPAC, particularly when import restrictions come up for a renewal.  Copies of the briefs may be found here:
